Does virus/malware present in other disk partition/HDD survive windows reinstall?

Hi, If virus/malware is present in other disk partition/HDD other than primary partition (C drive) will it survive C drive format and windows re-installation?
Even if higher windows version (say 8.1 to 10) is installed?

Also, is it possible for virus/malware in mobile to enter my cloud backup(?) and then re-appear after factory data reset?

Please clarify my doubts.

It really depends on what malware/virus you have. Some will just stay on the one partition/drive while others will spread. If its a more complex one that spreads then it will reappear once it figures out it needs to move to that drive. With the cloud backup, it depends on the complexity of the virus once again.

I would download different antiviruses and antimalware and run them one at a time on all of the drives you have in multiple passes to see if it can remove the malware/virus.

I would use Avast -> Malwarebytes -> Zonealarm -> Ahnlab -> SuperAntiSpyware
Remember to only have one running at a time or else it can cause issues.

Its rare but say you have a storage drive with no OS critical files with back up stuff ,whatever movies, appz and music the usual. Some viruses will look for other exe files to infect, but its rare, usually your OS kernel and key files are modified, when and if I do get an infection I usually leave storage drive alone. Reboot, boot lin disk, nuke the SSD and reimage it with a clean image from storage drive. Very simple unorthodox procedure. Been like this for a year or two, maybe its sending ninja code after the reimage from the storage hidden partition to main. Dunno, I havent noticed anything wierd. But you never know and I dont obssess over it. I remiage at least once a week, not gonna nuke the storage as well, too much stuff to find again
