I had no stutter issue in gaming when using win 7.
But after i use win 10, any game i play is stuttering like every 3 minutes or so.

Here is my system:
windows 10 pro 64bit
Intel Core i5-6500
ASRock H110M-HDV
GLOWAY DDR4 GAME-X SERIES PC19200 Single Channel 8GB
GALAX Geforce GTX 1060 3GB DDR5 OC
Super Flower Platinum King 550W - SF-550P14PE
LG LED 20MP38HQ
LG DVDRW 24X SATA - GH24NS90
Logitech Classic MK200 USB Optical USB

No matter if it's lowest or highest setting in my games, there's always stuttering. i really could use some help.. please..

So...just one stick of RAM?

Try enabling Game Mode. Start up your game and hit Winkey+G, go to the settings, and check "Use game mode with this game." See if that helps. If not, we can try something else.

...Also, I cannot find any information on that RAM anywhere I trust. I looked up the GLOWAY company and apparently they're based in Shanghai; I even looked on the Chinese Newegg site and they didn't even have that brand listed. I advise replacing that with something more mainstream, such as Corsair or Kingston, as soon as possible, and also upgrading to two sticks rather than one.

Finally I could fix my stuttering problem. The culprit is my old hdd from laptop (acer4755g, hdd 5400rm) that i use for windows directory in my pc, I moved the games directory to another hdd (WD2500AAKX 250GB 7200rpm), and now my games are running smoothly.
But thank you kind sir, I might consider to replace my ram to corsair if there is any good deal in near future, and also to buy ssd.

5400RPM HDD? That's a definite bottleneck for gaming. You made a good choice with a 7200RPM, although you probably should have gone with something bigger than 250GB since there are several games that take up 30-50GB these days.
