PC won't shut down completely (windows10)

So bought my cousins custom PC and he told me it doesn't shut down completely. He told me it has something to do with the RAM being to new for the motherboard or something but there has to be a correction I can do to fix that.

MOBO: Asus P8Z77-V LX
