i7 7700k producing sub par performance and benchmarks

I have just built a new high end PC with the following specs

i7 7700k 4.2GHz
Cooler: Noctua NH-L91
8GB 2400 MHz DDR4 RAM
GTX 1060 6 GB
Gigabyte Z270N Mini ITX Motherboard
500GB Sandisk SSD
Mini ITX Case: Fractal Node 202

For a couple days, I was convinced my CPU wasn't working to its full potential. CPU load would go up to 10% just with one track on Ableton's CPU load meter, getting 40 less FPS than benchmarked online for games like Overwatch, etc.

So then I decided to do the PassMark benchmark, and my CPU scores 8553, compared to the 12000's the others of the same model are getting. I understand CPUs may differ between them, even the same mode, but clearly there's something wrong with my CPU if the score is that low relatively. I haven't OC'd because it's a Mini ITX case and I don't think the cooling is sufficient for that. But Turbo boost to 4.4Ghz is on and working fine.

I don't understand why this is happening. Is there something I can check in the BIOS to fix this? Or is it a more fundamental problem, for example, the application of thermal paste, or I may have damaged the CPU while installing it? (Didn't really have much trouble installing it)

You could contact them, but I really doubt that they will do anything at all.
Few more things though.
Try running DDU on your graphics card and installing a fresh set of drivers: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Make sure all your other drivers are up to date.

Also try a clean boot, just to make sure nothing that is in your startup folder is doing this to your PC.
Go into your msconfig and uncheck everything in startup.

The Firestrike score is a collective of all results including overclocked results. You have a stock "K" CPU which is uncommon and will be in a lower bracket than most systems.

If you're convinced something is wrong, download MSI after burner and start monitor CPU and GPU usage in game to find out what's going on.

I understand that, but even the locked i7 7700 has a higher CPU Passmark score and 3D Mark Firestrike score by 2000 compared to my 7700k in both, even though my i7 7700k comes with a higher base clock than it

I do agree with you there. Even though your results are not terrible, they are lower than they should be, on both the
CPU and GPU. Even my I7 4790K at 4.4 Ghz wasn't far off yoursin performance. But, nothing stood out an unusual on any of the HWInfo information.
Could you please also run cinebench, CPU only: https://www.maxon.net/en/products/cinebench/

That score is completely normal, exactly what would be expected from your chip.
For your games, try to make both your CPU and GPU run in performance mode:

Go into your Power Options in windows, make sure it is set to High Performance. Click change plan settings , then change advanced power settings and scroll down to processor power management. Make sure everything is set to 100%.

Go into your Nvidia Control Panel ( Found by right clicking desktop ) and go to manage 3D settings. From there go to the Global Settings Tab. Scroll down to Power Management Mode and set to Prefer Maximum Performance.

Yeah I've done those things already. I feel like we've reached a dead end here, I did notice the cinebench score is roughly what was expected but still doesn't change the fact that the more universally used passmark benchmark did so much worse. I guess I just lucked out on a crappy instance of a chip. You reckon it's worth getting back to Intel about this? I'm skeptical they would do anything if the only indication of sub par performance is coming from third party applications and benchmarks. Either way, thanks for your time and help, appreciate it
