Memory performance issues?

I am currently looking at the task manager, at it says I am currently consuming 4.7 GB of ram at idle. This is under the performance tap in windows 10. When I look at users to see what I am actually consuming, I am consuming less than 1 GB (945 MB). Why is there such a huge discrepancy between the two and how do I reduce it?

Currently running windows 10, with 16 GB of ram
GTX 1070 GPU
i7-3770k CPU

What would reserve that much memory? My GTX 1070 already has 4gb of vram. The only other hardware that would use memory is the cpu. From what I understand, not that much?
