Gpu blacks screen, unable install AMD drivers

Computer Specs

Old GPU: nvidia geforce gtx 550 ti
New/Borrowed gpu: AMD Sapphire HD 7870
CPU: AMD Phenom II X6 1055T -2.8GHz
Motherboard: ASUS M4N68T-M-V2
PSU: 450w NAXN (not sure about the other stuff)

TL:DR - Old graphics card broke, borrowed my brothers graphics card but it black screens after windows logo, i attempt to install drivers through safe mode, but i get hit with "error 99 cannot install drivers that are not digitally signed", So im out of ideas at this point, thanks for the help in advance.


So to start this off I was playing World of Warcraft as i normally do, then my computer randomly shut off and i also smelled smoke, at first i thought it was my power supply breaking for the 3rd time in the last year, but then i started taking things out and turning my computer on starting with the graphics card, and boom it booted back up again, low and behold it turned on again (so i can only assume it was the the gpu that burnt and also the reason my computer wasn't starting up again).

So my brother let me borrow his graphics card for a little while, so i plugged it in and turned my pc on and it was working fine for a couple of minutes, i was going to try and download drivers for this gpu but before i could do that my monitors blacked out (power save mode). I restarted the computer and i could see the bios but my monitors black screen after the windows logo. I took the gpu out and started using my integrated graphics to search up what the problem may be, and i found that installing drivers may be the solution, but i cant install drivers while my gpu is plugged in, but then if i plug my gpu in my monitors black screen, making it impossible to install the drivers.

I went into safe mode with my graphics card plugged in and it worked, i could see past the windows logo, so i attempted to install the drivers this was but there was an error mid way through the driver installation which says something along the lines of "error 99 you can only install drivers that have been digitally signed".
So I search this error up on google and find that you can disable something called "digital signature enforcement" through your advanced startup settings.

(Windows key + I > Change PC Settings > Update and Recovery > Recovery and click restart right below Advanced startup once it restarts there is a list of things that you can enable/disable so i click f7 which was the key to press in order to disable "digital signature enforcement", so i attempt to disable it but for some reason it doesn't get disabled, It's as if i didn't press f7 which i actually did, so i try this several times with no luck

So i figured it might be because I was still in safe mode, so i disabled that through my msconfig and restart so that im running windows normally, i attempted to disable the digital signature enforcement thing STILL with no luck.

I am completely out of ideas here, its pretty frustrating because im pressing f7 which should disable the digital signature enforcement, but it doesn't
Sorry about such a long post, i just wanted to put as much info as possible aswell as everything that i tried already.
