PC won't complete boot after blackout

Soo, I've been dealing with this for like 9 times but this one is a bit different. The problem is in the 4th paragraph, but I think you may find any clues of my mistakes (if there any) in my story

After a blackout my Computer usually won't completely boot when turned back on. It usually shuts down after the "pres del or f2 to enter setup" apear. Even if it made to the main desktop it'll shut down immediately after. There are times when I managed to go to bios setting but it still dies before I can make a change. Strangely I left it for about a month, I tried to turn it on again and it tries to fix itself and opened some kind of recovery or something and it runs well, like nothing really happened. So I think it's not a problem

My 2nd encounter with blackout mostly the same but after a month the repair screen didn't apear. So I decided to wait even longer but nothing happened. Then my friend come up and told me to use the "jumper pin" (plastic thingy on MB that covers 2 of 3 pins (sorry if I make it like you don't know that, that's not my intention)). He told me to move the plastic from the original place (left and middle pins) to cover the middle and right pins and turned the PC on. At first nothing is really happening. The PC is on but nothing apear on screen, but he told me to wait until it shut itself down. And so i did. After that he told me to return the plastic cap to the original position and then turn on the computer again. And boy it works and I don't need to spend another month

My 3rd to the 9th encounter with blackout is the same as the second one and I always did like that and no problem there.

The last one happened yesterday, I did like what I always did. But this time nothing happened. It keeps shutdown immediately after the desktop screen apear. So I did the procedure again and it only managed to the windows loading screen before shutdown. The more I did it the less time it'll stay on. And after 5 times my house safety fuse went off on my 6th attempt, immediately after I press the power button. I have no clue of what happened.


My spec :
MB : Asus M5 A97 R2.0
Processor : AMD fx 8350 unlocked
Vga : Radeon R460 (replacing HD7790)

In case it's matter :
OS : win10 pro N
Bios : Asus EZbios (or something)
Ram : 2x4gb Corsair
PSU : Enlight 600watt
Cooler : closed cycled water cooling (don't know the brand) + 4case fans
(I assume this has nothing to do with peripheral devices so feel free to ask if I'm wrong)

Yes, I've tried to dissasemble and reassemble my computer
Yes, I've cleaned every parts that I can clean with air blower
Yes, everything is pluged correctly and firmly
No, I haven't done any extreme mod for my computer
No, I Can't accsess the bios settings

Please help me. I know what you guys are capable of

PS : please asume that I'm an idiot and explain it to me like I try to explain the "jumper pin" above. That would actually help me alot since I'm still working with my english

Yo, I still have no idea how the real fix, but I found out how to trigger the repair screen. So I plug back my old CPU fan. At first nothing seems to happened nothing on screen no beeping start up sound, but, it did not shut down by itself. Then turn everything off, pull the fan from the system and boom, the repair screen is triggered.

That's not the actual fix though, and I still got no clue how any of this works, maybe praying does help :v. So if you happened to encounter a similar problem please contact the professionals.

PS : @Petrossa I can't reply your answer. I can't find a reply button on this site. Let's hope I can summon you with @Petrossa. I did opened my Power supply unit but I can't find any safety fuse, I assume it's not like the ordinary car fuse. Anyway thx for your Concern. I apreciate that

One more thing, I install an Uninteruptable Power Suply (UPS) unit so something like this will not happening again. And if you have the same problem, maybe you should install it too
 
Not all PSUs have a fused in them.
Try to get your hands on another unit and test with that.
