Watch dogs 2 fps drop and stutter in gtx 1060

Watch dogs 2 runs pathetically on my pc
specs..
i5 6500
gtx 1060 6gb
8gb ddr4 ram
i get 30-35 fps on ultra settings @1080p
at times fps drops to 10-15 and sometimes even to 5-10
the game stutters very often...it is very much unplayable...
please help

yes...i tried everything...temperature is fine...ram usage is normal but the game keeps on lagging...is this normal??
isnt gtx 1060 capable of handling watch dogs2 ultra @60fps..??
