What is the best laptop procesor for only web browsing and for non gaming purposes?

I am buying a laptop for a cousin and want to know what procesor is the lowest that will be able to do the job but i dont want one that is too cheap.
Whatever laptop i get i am getting the hard drive out of it adding it as extra memory for my desktop pc and buying my cousing a ssd for the laptop.

You want something based on Intel's larger "Core" CPU cores, rather than the smaller "Atom" CPU cores. For instance:

Celeron N3150 - 4x Atom cores
Pentium N4200 - 4x Atom cores
Pentium 4415u - 2x Kaby Lake "Core" cores
Core i3 7100u - 2x Kaby Lake "Core" cores

So, Pentiums are the crossover point. Anything with a "U" on the end should be fast, whereas anything that starts with an "N" will be painfully slow. A Pentium "xxxxU" or Core i3 (or i5/i7) would be good choices.

It has a Pentium N3700 which you said was slow but i saw an austin evans video saying that it was able to do simple tasks fairly good, you think it is?

PS: This laptop will never be used for gaming, heavy video editing, it is for a college student

My personal opinion, even the top end "N" CPUs are painful to use for even basic desktop tasks like web browsing, even when paired with a fast solid state drive and a generous amount of RAM. You're looking at ~year 2005 per-core performance.
