Hi everyone!
I am someone who uses a pc 99% of the time for gaming. I have an r9 390x and used to have an fx 8350. Most games ran fine however some indie games that weren't quite so well optimized gave me bad fps. Literally everyone said its because the 8350 has poor single core performance. After acquiring some money recently, I decided to upgrade my cpu to an i5 7600k in hopes of getting better fps. To my surprise, this cpu, which was reported to be as much as 70% better for gaming, turned out not to be. The 3 games that were problematic either had the exact same fps, or, bizzarely enough, even lower. Red Orchestra 2, which is an Unreal Engine game, notorious for putting a lot of stress on one core, went from an average of 60 fps, and lowest 30 to 40 average and lowest 15. Cpu and gpu usage is at 100% while playing the game, its at 4.2 GHz clock, temps are around 50-60, the PSU is overkill at 750 W. I really have no idea what it could be, I just can't comprehend how a significantly weaker cpu would be getting higher fps than a stronger one. This kinda bummed me out. Should I ask for a refund and go back to my old setup or? Thank you all in advance!

Solution
There's no logical explanation for worse performance other than incorrectly installed, missing, or clashing drivers. If you change from AMD to Intel you should really totally reinstall your operating system, hopefully you did that.

I meant 100% usage when I'm playing something, not idle, sorry for not making that clear.
I actually wasn't the one who set up the cpu, I had the guys at the pc shop where I bought it set it up for me. I had to reactivate my windows license when I brought my pc home so I'd imagine they did a reinstall, I'm not sure though.

RO2 is the worst optimized engine ever, you can have opty or xeons at 6 ghz it still wont get even 60 fps, crappy devs and yeah their community is full of neo nazis. Other unreal based titles run better. Funny they are using same engine for RS vietnam....

WHenn now theres unreal 4, Squad uses it and Ill tell you that game will use 8 cores and looks pweeety its from the devs of Project Reality mod for BF2. They prolly said DICE sucks after BF3 and they decided to do their own thing without frostbite engine, and I dont blame them. BF2 was great, ever since EA took over it went down hill
