Overheating while idle FX-8320

My CPU is overheating to 70-80C while idle. I adjusted my voltage to 1.1V and lowered my clock speed to 3Ghz just to get my system to stay on. Even then, it idles at 55C.
I have re-applied my thermal paste and checked for bios updates and driver updates. Everything is up to date.

My specs-
CPU: FX-8320
Mobo: ASRock Fatal1ty 990fx (not the revised edition)
PSU: RaidMax 735W RX-735AP
Cooler: Enermax Liqmax II 120s
RAM: Ballistix Sport 4GB DDR3-1600 UDIMM

Also, my Vcore voltage will not go above 1.1V no matter what I set it to. If I set it to 1.4, and leave the clock speed, I will idle at 75C. But when I look at my bios, the actual voltage wont go above 1.1V. Then I set my voltage back to 1.1 in bios, and it idles at 55C. The actual voltage does not change, just the settings.

Any help would be appreciated.

I do not have a stock cooler (I bought my mobo + CPU pre-owned) The pump is still under warranty, I just want to make sure what my problem is before I start sending RMA's out.
I also was thinking it was the pump since this problem was gradual, went from 35C idle about a year ago, and in the past few months it has slowly creeped up. But with that said, my voltage staying at 1.1 no matter what I set it to in bios has me concerned that my problem is my PSU or VRM's.

Call asrock tomorrow and explain the whole problem since they only have 1.60 currently.
Ask the technicians if they may have a bios update to fix the vcore problems.
Otherwise you will be looking at getting their revised version or buying a newer motherboard.
Which thermal paste did you use on your water cooler ?

I used the on board EUFI update through internet connection in the EUFI to see if there was an update, but I have the newest version.

I used Antec FORMULA 7 Nano Diamond Thermal Compound

Then you really do need to call asrock, we don't want to ruin your octocore, ask them what the problem is with the voltages and vcore.
Since this the original board and not their revised one they had fixed up for a few good reasons such as yours.
I agree with misternice if you could by a stock cooler for a quick test that would rule out quickly if the water cooler is the problem or not.

This grease I would recommend for your cpu, if you have a good air cooler or water cooler and apply the grease right it will stay cold for a year.
If you over clock you want to change out the grease every 6 months, thats what I had to do with my old 1055t, fx4100 and fx6100.

I appreciate your help! I will go grab an aftermarket air cooler and try that first. You make a great point about my mobo being unrevised. I will contact asrock today and see what they say.

Also, would my northbridge voltage and frequency affect my CPU temps?
