Power Loss after Waking Up

So this sometimes happens when my PC wakes up from sleep mode. I'll wiggle my mouse to wake it up and it will come to life for like 2-3 seconds and then it will just die. When I say "it dies" it doesn't even shut down, it acts like someone just yanked the power cable from the power supply. Then when I reboot it asks me to select one of my saved motherboard profiles as if it failed to boot or something.
It only ever happens when waking up from sleep mode. I can run applications all day long and can boot/reboot without any issues.

My first guess is that it is a power issue, but I don't really have any way of testing that theory so if anyone is knowledgeable about power issues feel free to chime in.
I have C-States, flexible FSB multiplier, and adaptive voltages for my CPU configured just so it isn't running hot all the time for no reason but I think that C-States might be messing with it waking up since it is the only power saving feature I have enabled.
I have stress tested the system for stability at the voltages I have set and it seems fine after numerous hours of testing.

Should I adjust the C-States for my CPU manually instead of just letting the BIOS select which ones it wants to use? Which ones should I choose?

Motherboard: MSI Z170A Tomahawk
CPU: i7 6700k @ 4.5GHz @ 1.35v
Memory: 16GB DDR4 @ 2400MHz @ 1.2v
Video Card: MSI GTX 970
PSU: 650w Thermaltake
OS: 64bit Windows 10

I'd like to say it's a power supply issue, but since it's only doing it on wake up, it might be related to that utility. The sure way to test that is to disable it and see if that changes anything.
