I would like to upgrade my PC with the Maximum performance i can i don't want to go AM4 as it's expensive and need to change almost PC component

It's worth to upgrade my PC CPU to FX 8350 or to FX 9590 and my current component is

AMD FX-6200 3.8
ASUS CROSSHAIR V FORMULA-Z
ADATA XPG V1 DDR3 2133MHz
Sapphire AMD Radeon HD 6850 1GB
Samsung 850 PRO - 256GB
Thermalright Silver Arrow IB-E Extreme
Tt 775w

In my opinion not really. It would be better so save up until you have enough for AM4 or Intel 1151. The FX 8350 and FX 9590 may look very impressive on paper but the real world performance gains would be negligible and not really worth the money. Additionally, they are quite hot and power hungry so another hassle you would have to deal with (mainly the FX 9590 here). If it's for Gaming, i'd expect no more than 10-15% gains at best for CPU performance but for typical desktop applications the performance boost would vary depending on the application, but typically not as much as you would expect from the extra cores and clock speed. To conclude, i suggest you save up until you have enough but again it would help to know what you are...

I'm Not gamer just using PC for office app. normal video and picture editing app.
For FX 8350 price is 125$ it will worth to upgrade it from the current FX6200 ?
If i have to wait to make full upgrade it will cost 1000$ or more but the performance will be better than FX8350 with the current component ?

Yes, but keep in mind the performance hit you will face under the FX 8350.

You will certainly see improved performance, but beyond a gtx 980/1060 or r9 390x/ rx 480 you are going to be CPU bound
You might be able to find an old r9 280x or R9 290 for cheap that would be a substantial update over what you have for under $200

Its just not worth putting too much money into the system you have
