So i am currently using a dell xps 15 9560.

OS : Windows 10 Home 64-bit
CPU : Intel Core i7-7700HQ @ 2.80GHz
GPU : Intel HD Graphics 630
4GB NVIDIA GeForce GTX 1050
RAM : 8.00GB Dual-Channel 1197MHz (17-17-17-39)
SSD : CX2-8B256-Q11 NVMe LITEON 256GB
samsung 850 EVO 256 GB

i use light gaming on it like csgo, paladins, sometimes H1Z1 and overwatch.
I also use photoshop cc, lightroom cc, and premiere pro.

Currently my RAM useage is at 40% (only have chrome opened, anti virus/malware enabled)

I was thinking of upgrading it to a Kingston SODIMM-DDR4 2133 16GB HyperX Impact CL13 KIT (2x8GB)

Ideas?

Solution
Yes, 16gb might help if you use photoshop cc, lightroom cc, and premiere pro. It may not be needed yet for gaming unless you play games that need more ram. I don't think the ones you listed do.

I was thinking 40% is high and then realised I was comparing it to mine and I have 16gb which makes yours actually better than mine as if I double my usage I am closer to 50% (if I had 8gb and same programs open)

simple answer;

windows 7 or 10 recommend 4 GB of ram to run smoothly
most games require 4gb or 8gb now a days (check on Can I run IT? web site for details it varies from game to game)Other apps like Video converters, music conmverters, photoshop etc recommend 8GB of ram (and most people understand that to be total ram and it is not, its 8GB over OS.

your pagefile.sys will become smaller (when PC need more ram than 8gb it store ram into hdd files and swaps the open space for more, so 8gb is nice but when needed more ram your pc will swap ram to HDD so it actually slows your system down. 16gb will prevent this from happening thus speeding up your system

all in all I say Yes.
I only buy 16GB or 32GB for my systems and my pagefiles.sys is like 4MB

I have Edge on this web site, Stream the news from online, and converting a cdrom to Mp4 and I barely use 15% right now.

i just let windows manage page file, it is only 1gb even though it could use as much as 16gb, it just doesn't need it as with 16gb of ram, win 10 hardly ever needs to swap anything into page file. It doesn't dump anything on page file if you close it unless PC starts to run low on ram, it keeps it compressed in ram so if you reopen the program, its faster to open again.

Guess i could make it smaller but since its small already, I don't see reason to limit it in case I ever do need more page file room.
