GTA IV is playing under 10 fps

Hey guys,

You guys might think I am living in the stone age playing Gta IV but its been a game that i have always liked.

I got it again after a few years and its not doing great.
I am getting under 10 frames per second in the least resolution and all the settings to low. Even in the highest resolution and low settings i get less than 10 fps, I used this since i prefer high resolution(everyone does). I have a dedicated GPU and this shouldn´t happen. Even though you can call it old, its supposed to do the job. So guys suggest me some ideas which would help me. I cant spend money so it should be something doable free of cost.
If I can get around 30-60 fps I would be more than thankful to you guys.

4 GB DDR2 RAM
WIndows 7 32 Bit
1 GB Nvidia GeForce 210

@koreanoverlord, Sorry but I forgot to mention one thing, it used to work fine before. I used to get over 30 fps so it should now right? I agree that's its weak..but
