Extreme Overwatch Stuttering (Over 3000 Latency!)

Hey Guys,
So I recently reinstalled windows about a week or two ago, and was playing overwatch just fine at 45 ping until about 2 days ago. After that, I immediately got disconnected from a ranked match, and when I tried to rejoin, I was having terrible latency issues. I eventually pulled up the network stats and went into a simple game to see if there is a pattern. It appears I run the game fine, but every 9 seconds, there is a huge latency spike.
What I've Tried:
Haste
Flush DNS
Other Supposed Latency Fixer Software
Restarting Windows
I can provide a video of gameplay if one would seem helpful.

Latency spikes could be anything from your computer hiccuping to your modem being on its last legs to a device somewhere out along the path between you and the Overwatch servers having a bad day. Have you tried a tracert to the game server's IP?
 
No I have not, but what I just tried (replacing the adapter with a spare one) appears to be working, although there's still a few hiccups. I'll restart everything including the modem just to ensure that it's not the problem. I'll keep you posted.
 
I ran a trace route and was greeted with nearly half of the messages saying request timed out, although there was only one isolated, at hop 12. Not quite too sure what to make of this. The adapter Im running now only goes on the 2.4 Ghz band, so that could be part of the reason of latency, although I haven't experienced it in this way before.
 
the 2.4ghz band is fairly crowded with many wifi devices, so it could be, but it's more likely your ISP suddenly changed a route and now it's broken for you.
The first 3 hops are usually between you and your ISP, so the trick is, where does it start going bad.

If it starts from the first hop, it's like inside your network.

If you try a wired connection does it go away?

Where are you getting your information from? visual.bak is most likely a backup file that isn't even used normally by the game. profoundnoah is having a network issue.
