High Ping Spikes At All Times

Hello, I have had this problem for awhile but am just now getting back from college and actually having to deal with it. So basically I have my PC wired to the internet. Whenever I browse the web or play games (like CS:GO) I get constant ping spikes. This has gone on for awhile now and I honestly thought my brother had installed a virus on his computer that was leeching from the internet. Recently he spilled sierra mist in his pc and well, the results are still the same. I don't know much else about the problem but I will attach a few tracert commands here. Thanks in advance!

It is highly unlikely it is some problem with your computer. You would see delays between your computer and your router if there was a issue with the computer. That is not to say the game itself may not be telling lies. Still you tracert shows you have issues someplace outside your house. You need to do more testing to find where this problem is.
Hard to say for sure you may have to run tracert some more or you can try pathping.

If the problem persist past hop 2 this means there is a issue in the ISP network. Hop 2 represents a problem with your connection to the house and that they can fix. You data currently show the problem does not really start until hop 3
