60c idle and jumping CPU speed on new build? Ryzen 1600x + Thermaltake Contac Silent 12

So I just built a new computer, and I'm getting some high idle temperatures and strange behavior.

The system is idling around 60c, and it seems to be throttling quite heavily all the time. And by this I mean it jumps between ~2000mghz and ~4000mhz and anywhere in between, changing every couple of seconds or so.

Is this normal on new systems?

Lol this made me laugh. I'm sure I'm missing something and have done something stupid, but not as stupid as not using thermal paste and making sure the fan is working, I promise :)

The thermal paste I used was old though, I wonder if that's the problem. It's Arctic Silver 5 from.... I don't remember.

Not hard, still paste. Removed cooler, cleaned w/ alcohol, re-applied liberally (but not too liberally). Temps are better and the clock speeds seem a little more stable.

It's odd, It'll sit down at 47c, and then suddenly jump to like 55-60c, then slowly go back down over the next few seconds. Rinse repeat over and over.

On the bright side, it doesn't go over 65c under load.

Edit: nope, I was wrong. It goes much higher.

This is beyond frustrating. I have literally never had issues with heat before, and I've done dozens of builds.

Bought new AS5, thoroughly cleaned, and re-applied. I'm not seeing temps over ~65c except for weird spikes where it will read ~70c for one reading and then go back down to like ~52c, but it only does this at idle which is weird. I'm beginning to wonder if this isn't an issue with the motherboard sensors and not the CPU.

Found the AMD Ryzen Master utility from AMD. It reports the CPU temperature at ~40c idle ~65c load.

Apparently Ryzen X series processors have a 20c temp offset to control fan policies. All is well and I'm happy now.
