A Motherboard / PSU Issue

Hello Everyone
So, I'll get into it.

So 2 years ago I built my first gaming pc, I bought a GTX 970, an i7-4790 (non-k), A Gigabyte GA-Z97-D3H mobo, and 16 gigs of ram but with a cheap 600W PSU. everything was going smooth, I was having fun, no issues, after approximately a year and a half, in the middle of a Rocket League game, suddenly my pc shut down, at first I thought the power went out since it happens frequently where I live. I checked to see if the lights work and they worked, so I knew it's not the power problem.

I tried to turn on the pc but nothing happened, the front fan spinned half a spin and then nothing happened. I checked the cables and cleaned off the dust that was inside, and triple checked the cables, and tried to turn it on again, but nothing happened, same scenario. So, the motherboard It was still in warranty period so I had it checked, I had the processor and the gpu checked as well. And they told me that the motherboard is the problem and that it's dead. I asked for a replacement but they didn't have one, so they gave me some money instead.

So, after a month or so, my father gave me an H81 that was lying around in his office. I put the parts and everything was smooth once again, after approximately a month, same thing happened. but this time it was a bit different, I shut down the pc properly, I went to sleep, and when I woke up, I tried to turn on the computer, bang, the fan spinned half a spin and then poof. nothing. I had it checked and it was dead, so I was 90% positive that the PSU caused that. I didn't suspect the PSU the first time, I thought it was a bad mobo.

So, either I'm extremely unlucky and both both of my motherboards were bad, or it's the PSU.
So, I'm buying a new motherboard soon and a new PSU (I'll mention the options below), I tested the CPU to make sure it works but I didn't test the GPU.

So I have a few questions, they are dumb but here goes nothing:

What I wanna know is could the PSU have harmed the CPU or the GPU in any way that could make it under perform or something?
Also, as I said I'm in the market for a new psu and a mobo, so here are my options

For the motherboard:-
Gigabyte GA-Z97-D3H (the same as my first one)
MSI Z97 Gaming 3 (It has the same specs as the Gigabyte one)

For the PSUs:-
- Bitfenix Whisper M 650W - Fully Modular. - A lot of people recommended this to me since it's gold rated and fully modular but it's kinda cheap for it's features so I'm not sure how it would do in long term.
- SeaSonic S12II Bronze 620W 80 PLUS Certified
- Seasonic M12II 620W EVO Edition 620-Watt 80 PLUS Bronze Full Modular
- Cooler Master B.600 Ver.2

So that's it, I want the most efficient one even in long-term usage..I don't want to go with a cheap one this time. I'm limited to these options since there isn't a lot of options especially where I live.

Thank you so much, just one last question..
I tried the CPU after my second mobo had died..and it booted up but I didn't do any benchmarks
Do you think the PSU could've harmed the gpu or the cpu in any way that could make them under perform or anything?
