New computer keeps restarting every 10 seconds and wont post to the monitor?

Hi, this is my first PC build and I'm having two big problems with it. The first being that whenever i turn on the PC tower, it shuts dows after about 10 seconds and restarts continusly. And the second being that when i do turn on the PC, the monitor is not displaying anything. When i press the menu key on the monitor it says that it has no signal.

Check all HW, that they are plugged inn correctly. Check cables.
Take out the battery on the MoBo. Wait 5 min,so it reset everything and plug it back in

I have seen these before and I have tried all of the solutions but none of them seem to work...
