Is this a power supply or motherboard issue?

Mandatory list of specs:

Intel i5 4690K
AMD Sapphire Nitro R9 390
ASRock Z97M Pro4
EVGA 650W GQ 80+ Gold
8 GB DDR3 RAM
Windows 10 Pro

The crime:

Sometimes, when my PC goes to sleep and I turn it back on, the blue LED power light will turn on, along with the fans, but within half a second, they'll turn off. This will keep happening until I turn the switch on my power supply off and unplug it, wait ten seconds, replug it, turn it back to on, and turn my PC back on. Only then will it properly turn back on. This has been happening for a few months now. Lately, while playing a game (both demanding and not demanding), my PC will now randomly shut off, with no warning and no error message upon starting it back up. I know it's not my CPU or GPU because I monitor my temperatures while I game and they never go above 70. My drivers are up-to-date as well. The random shutting off only happens when playing games. Not ever has it happened during basic usage, such as browsing the web, watching YouTube videos, or streaming music.
 
Solution
Have you checked the power connector (24 pin)
If it's not connected properly you'll face such issue
If not I bet the timer fuses in inside a motherboard are causing this
Power supply is rated gold so it will be reliable

I'll have to check the power connector, but if it's the time fuses in the motherboard, is there a fix to that? Or does that mean I need a new motherboard altogether?
