Could someone please help me? (GTA 5 - CPU USAGE)

I said this in a ticket to Rockstar. Wondering what you guys think.

G'day.

A couple months ago I did a complete upgrade of my computer. Moved from AMD to Intel.
All my computer information are attached as text documents.

Anyway, ever since I upgraded i've been having sustainability problems with Grand Theft Auto V, and only Grand Theft Auto V, no other game.

While playing, my CPU (i5-6600k) is always at above 85%. Frequently reaching 100%. Now, when my CPU reaches 100%, and sits there for a while, it decides to drop suddenly to around 85% which then causes my game to completely stutter. Okay, firstly I thought this might of been a bottleneck on my part? - but how in the world would my components bottleneck. Also, my ram is constantly above 3.5Gb.

Now, i've decided to write a ticket because this is not normal. After talking to my friend for a while about this, I discovered that her CPU (i5-4590) only uses around 60% constantly, and her ram is always around 2GB, and she never stutters.

I've found a way to lower my CPU usage by completely disabling the cores and only using two. This brings me down to around the 60% that my friend gets with her CPU. But, the downside is the fps is low.

This happens on every single graphic option also. My background programs are fine. I idle 1-3% with no programs running. I've tried absolutely everything you can find online. Even reset my entire pc. Drivers are up to date. There is no anti-virus scanning in the background or anything like that.

This is what makes me think that it's a engine issue. Yes, I know it may be some type of hardware failure, but wouldn't it carry over to other games as well?
Please refrain from giving me copy + paste troubleshoot instructions because I ensure you I have tried everything to my power to get this working.

It would mean the world to get this problem fixed, as I've had this problem ever since upgrading my PC.

If you mean, like directly after I switched all my components over. Yes, I did that.
