4790k 4K Editing problem

So I built a computer originally built a computer for regular 1080 editing, but was told it could edit 4k when I get ready.

I bought my Sony A6300 shot some test footage today. It played pretty smooth on the time line in Premiere Pro, but then I dropped the blacks and playback is lagging.

Is this because I'm missing a graphics card? Please say yes, and that I don't actually have to but a new cpu. And is the 1060 good enough for 4k editing. I will be using Premiere Pro and Davinci Resolve.

I'd say the 1070 is worth it for a bit more due to the large increase in CUDA count, but it all comes down to what you're willing to spend.

I am not one to cheap out, but this time I really need money for other things like lenses. I see that the Nvidia 1060 6GB VRAM is around $240. I would like to do that if I could versus the 1070 which is like $400, but I do want to make sure the 1060 will keep up with my workflow in Premiere Pro CC and Resolve with smooth playback and rendering.
