Huawei E5172 teleport not giving dial tone

The dial tone itself does not mean anything the analog phone connection is being simulated with VoIP. You could get a dial tone and it still not actually be able to make calls. I have not used this router but it is common to have to configure or at least turn on the SIP function. I do not know if this is a function your ISP includes or if you must use a external SIP provider. You generally need some kind of userid and password, some use the phone number as your id. It varies greatly between ISP so this may be a question best answered by your ISP.
