Gtx 980 ti low gpu usage

So i recently got gtx 980 ti and i get around 40% usage in such games like cs:go or league of legends, but i never reach more than 50% and that cause low framerate, in games like cs:go im suppose to get 300-500 fps, but im getting around 200+- even my gtx 960 did better.
 
Faustis420 What are your full specs? CPU / motherboard / power supply manufacturer and model # / graphics card manufacturer and model # / everything.

Does your motherboard have a 8 pin ATX socket, and is it connected to the power supply via a PCIe cable?

You expect a 4160 to get a lot more than 200fps? Csgo fps are so all over the map it's tough to repeat. My 3350p/GTX 760 gets from 100-350 fps depending on what's going on at the moment. A 4160 would be even a bigger swing especially paired with a 960 or 980ti
 
Did you connect a PCIe cable from the power supply to the 4 pin ATX (CPU) socket? I've highlighted it in the image below.

Also, what is your power supply's manufacturer and model number? If you're unsure, then please open your case and look at the side of your PSU.

Aerocool KCAS 600W. Hmm... Those have a reputation for very low quality. Even on Tom's Hardware PSU tier list, all Aerocool PSUs list on either tier 4 or untiered; tier 1 being the highest quality: http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html

I could not locate a performance review of the KCAS line from a single source that I know and trust.

In my opinion, once you upgrade beyond the power consumption of a GTX 970 / 1070, you can no longer afford to rely on the specs of a lower mid tier PSU. With your power supply's performance being an unknown variable in your problem, I suggest that you upgrade it. Below is my recommendation. Other than the power supply, I'm out of ideas of what could cause your FPS to decrease from a GTX 960 to 980 Ti upgrade. Assuming that your resolution has remained the same with these two cards, I still say that a bottleneck is extremely unlikely to be the cause.

One other thing that I'd like you to check: Even though it's unlikely for a i3 4160 to be overheated, especially with such relatively low usage, please check the temperatures after gaming for 5 minutes. Use the HWMonitor utility: http://www.cpuid.com/downloads/hwmonitor/hwmonitor_1.31.exe

Re-check both the CPU and GPU temperatures and usage. Please respond back to this thread with all four figures. If they are within the expected range, then you're with welcome to see if anyone else offers a differing opinion, or simply follow my recommendation of upgrading your power supply. I can't guarantee that it'll resolve your problem, but I suggest that you do it regardless. The power supply is the absolute most critical part of your system. No exceptions.

One last thing: Before even running HWMonitor, scan your system for infection. ADWCleaner (1st link) will run on any OS. It'll take about 5 minutes and will close all active programs, and possibly reboot, so save all work and browser tabs before running it. Combofix (2nd link) will only run on Windows 7 or 8; not 8.1 or 10. It'll take about 15-20 minutes and will also close all active programs. Save all work and browers tabs before running it.

Yeap, something is wrong. No way your CPU is thermal throttling at 62C. Your low GPU temp supports your statement of the utilization being low. Do me a favor and run ADWCleaner right now. Then after it's done and pops up the log in the form of a notepad file, close the log. Then run Combofix. I'll be online and waiting for your response. Sorry for my verbose replies; I just want to help you resolve this problem.

Thank you for trying to help me, i really appreciate your help :)

I actually haven't noticed anything bad from my psu and i've been thinking about new cpu, but now im not sure, it's a bit confusing.

I really think Supahos was right, my cpu is bottlenecking. I played witcher 3 it's graphics intensive game and i got about 100+ fps on high settings and my gpu was used by 99% and now i realised that cs:go and lol were really cpu based games and everything couldnt be pushed only by my gpu. Thank you both for the help, i will try to get new cpu as fast as i can :)
