CPU run slower speed like it should

i OCed my i5 7600k to 4.5GHz ( baseclock 100 x 45) but sometimes it runs at 1.6ghz ~ 2ghz EVEN IF I TURN OFF TURBO BOOST . Is there any way to makes it always run at 4.5ghz like i set ?

Every cpu is different and will require some tweaking to find the best voltage.

Just disable speedstep(eist) and other power savings if you want the cpu to run full clock speed at all times.

Please note this WILL increase idle temperatures and power consumption.

yes , it's increase but i want it stable , btw i use i5 7600k , do u have suggest at Vcore at 4.5 or 4.6 Ghz ? Ty
