Which CPU cooler is best?

I only have a number of coolers to choose from due to reasons like availability in my country and cost and I want to know which one is best.

I will be providing prices for the items in my country.

The coolers are:

I know that I have provided a pretty big range but that's what I have lol.

I will be using it with an i5-7600k so there might be some overclocking in the future. It will mostly be used for gaming.

Can I know which one is the best value for money?

The be quiet! is easily the best option if you have the budget.

Otherwise, the H5 is the better bet. The H7 isn't as good as the H5.

As far as noise/cooling balance goes, the NH-U14S matches the Dark Rock Pro, as does the Gammaxx 400. The Gammaxx 400 is louder only because it's tuned for very aggressive cooling. The NH-U14S is as quiet as the DRP3 at equivalent cooling power, but the DRP3 can achieve better cooling.
