Yes, higher clocked memory barely has an effect on gaming. So a 2133mhz and 3000mhz will probably only have a SLIGHT increase, may be 1-2 fps.

It... depends. Mainly, on what type of GPU you're using. If you're using an integrated GPU (as in integrated into the CPU like the AMD APU's or the Intel HD graphics) then fast RAM can have a more dramatic effect on gaming because the iGPU utilizes system RAM instead of having it's 'own' RAM like you'd see on a discrete GPU.

If you have a dGPU, then RAM has less of an effect as you're guessing. A few FPS here and there depending on the CPU/GPU combination and the game in question. If the game is a heavily CPU dependent game, then the fast RAM will have a bit more effect, if it is more GPU dependent then you'll see less.
 
If you have a discrete GPU and are on an Intel platform, RAM speed doesn't have much effect on gaming. If you are gaming on integrated graphics or have an AMD Ryzen chip, RAM speed becomes more important, as integrated graphics uses system memory as VRAM, so having faster RAM improves your IGP's performance. For AMD Ryzen CPUs, the speed of your RAM dictates the speed that the two core clusters in the CPU talk to each other, and having a slower link between those clusters due to slower RAM can hurt gaming performance.
