What is a good and cheap cpu and motherboard for gtx 1070, but will also function well with a gtx 1080?

I want to buy a 1080 gtx, but since i have a limited amount of money, it seems i will only get a 1070, so i am asking if anyone knows any good "minimum" setup of intel cpu and motherboard that will be cheap, and wont be a problem for a future 1070.Also please if you could recommend me a cheap pair of 8x2 gb of ram.Thank you all.
