Power Button Unresponsive With Custom Build

My build uses a ROG STRIX Z270F GAMING motherboard by Asus. My new build has been put together and wired up, but the power button on the front of the case is unresponsive. The motherboard's feature lights work and change colors, and the "pwr LED" glows a solid amber. I've tried the following:

- Switching the reset and power button cables
- Shorting the two power pins with a paperclip
- Disconnecting everything except the motherboard and CPU
- Holding the power button down

None of these solutions have worked. I can't tell if the motherboard is faulty, or if the case has a faulty power button. I lean towards the motherboard since the power and reset switches don't work even after being switched around, or shorted out.

Any advice? I have the warranty on the motherboard, but I don't want to send it back if it's not faulty.
