Hello I've recently upgraded both my GPU and CPU and I barely see any impact in my games and I'm not sure what's going on I've uninstalled all old drivers and installed all new ones, my temps are fine as well

i7 4790k 4.0ghz Devils canyon
Gtx 1070
16gb ram
Gigabyte motherboard
650 watt PSU
Any other info you need please ask.
Things I've tried:
Making my pc max performance mode
Unparking cores
Max performance settings in nvidia control panel
Using no paging file vs having a paging file
Using programs like razor cortex, throttle stop, Msi afterburner
Not sure what else to do, thanks in advance
