I am building a new PC with a R5 1500X and the rx 570. I wanted to ask if the Wraith spire of the r5 1500x comes with LED or not? And, also if the LEDs, if any were compatible with the asus b350 plus and how do I do this ?

only the 1700 comes with LED, but if you can get your hands on one from somewhere else, then it is compatible with that motherboard and it's simply a case of plug in cable then use the soft ware in AI suite to configure it
