I plan on buying a GPU. I've enough money to buy myself a MSI Gaming X GTX 1050 Ti OC 4GDDR5. The country where I'm from, some retailers are selling HIS RX 470 for the exact same price. I never heard of the "HIS" brand before. I know a RX 470 is a lot better than a 1050 Ti. But is this brand trustworthy. I don't want to end up having a dead GPU.

Its a "second tier" manufacturer that's been around quite a lot time. Not quite the reputation of MSI or ASUS, but I think they're fine. I've only owned one - an HD 7950 IceQ and its still running after five years. I would absolutely choose an RX470 over the GTX 1050 Ti - its much stronger.
