Computer freezing at 100% cpu usage

Hello, I will just explain the full story in case it helps, sorry if its long.

Specifications: CPU: Intel i7 7700k (overclocked to 4.8ghz) Graphics Card: Nvidia gtx 1080 Ram: Vengeance 2133mhz ddr4 8gb x 2 PSU: Corsair CX600
Recently i have bought a new GPU (Nvidia GTX 1080) and a new CPU (i7 7700k) that replaced my old Nvidia GTX 780Ti and i7 4790K. I Have also had to replace the motherboard to a LGA 1151 Socket one so that the new i7 works on it, and changed my old 16gb ddr3 ram to a new 16gb ddr4 ram. I have made sure i followed the right guides in order to install this all properly. So far, the PC is working great and runs great, except for when i use a CPU Stress test or simply a game or a program that uses 100% of the CPU power, where the computer starts to freeze for over 30-45 seconds then come back for a few seconds and then freeze again. This happens about 5-8 minutes into the CPU stress test. The CPU was overclocked at 4.8ghz with a 1.295 core voltage. I have tried playing around with this by putting to 4.5ghz 1.245 core voltage and even putting the cpu back to stock 4.2ghz, however the issue kept happening, even when i increased the core voltage up to 1.4v to just test it out. The temperatures of the CPU are always alright becuase i have a corsair h60 liquid cooler and the temperatures are always around 70-75 degrees at max cpu load. I have tried taking out the CPU and cooler and reseating them and the same with the ram sticks and gpu, however the issue kept re-occuring where the computer freezes up. Just a note that the computer does not get a BSOD, it just keeps freezing up. Most high end games i run are fine due to them not using 100% of the cpu power, so the games run perfectly well, the issue only occurs when i use 100% of the cpu power. I am not sure what to do anymore and i am not sure what the issue could be anymore, i have looked up plenty of answers on Google and other places and have found no solutions yet. My next plan would be to replace the PSU, however i am not sure if that would help at all. I have no idea what to do otherwise. Does anyone know why this issue occurs and are there any ways to fix it?

I am not sure if i missed any info however if there is any other information that needs to be given just let me know.

Unsure about the freezing at the moment, but I would recommend a fresh install of Windows as it is a new build rather than a simple upgrade. Sometimes the OS can react badly, so it is a possibility. Make sure you back up your data being going through with a fresh install.

After that, the next thing would be to use something like MSI Afterburner to monitor components when you game. I would suggest CPU, GPU and RAM temperatures and usage; also framerates, frame times, page file use should be considered. What you'll want to look for is what happens to these components when the game starts to freeze. This should give at least a direction to go in.
Your language use makes me question a particular aspect: what are you using for boot drive and OS?

You mention replacing many components which amount to a new build, but don't mention what you did with the boot drive and OS. This leads me to suspect you didn't fresh install your OS with the new build which can cause problems.

That aside, what is your experience with the PC without overclocking?

What processes are shown running in Task Manager which uses up the CPU?

I'm sure others have additional ideas to diagnose the issue.

The boot drive i use is an 120gb SSD which i have been using for the past couple of years and my OS is the lastest version of Windows 10. You are correct in mentioning that i did not do a fresh install of my OS with the new build. I wasn't quite aware i would have to do one. I just replaced my pc parts, and turned the pc on as usual and carried on using it.

Without overclocking, and leaving the CPU at a stock 4.2ghz, and even underclocking it to 4.0ghz with much lower vcore, the issue still persists where the computer just freezes up at high cpu load.

When my pc is idle, the ram usage is about 30% which is about 4-5gb (out of 16gb) and the CPU usage is around 2-3%, with programs like Google Chrome and Bitdefender using about 1% each and a bunch of other programs using between 0.1-0.2%
