AMD computer weird performance problems

Hi everyone,


The specs of my computer:

- AMD FX-9370 Vishera 8-Core, Black Edition
- RX 480 8GB Red Devil
- G.SKILL Ripjaws X 16 GB (2x8)
- ASUS Sabertooth 990 FX 2.0
- Samsung EVO 750 SSD - 250 GB
- NZXT X61 Kraken Water Cooler
- Corsair VS650 Power Supply

I had this rig for half a year now, and I am finally ready to give up on it.

No matter what I do, majority of the games I play seem to develop weird lag / stutter / performance issues.

The games I play are Elite Dangerous, Tom Clancy's Division, War Thunder, World of Warships etc, and every single one of them have performance issues.

I have ruled out the graphics card, because no matter if i set it on ultra or on lowest setting within all above mentioned games, the performance issues are always the same.

The weird part about the performance, is that all games work fine at some points , and lag at others, mostly when there is a lot of stuff happening on the screen, and I also noticed that the computer seems to struggle when loading in shadows , as i can see them popping in in the distance on all the above mentioned games, something that I never seen on other computers I had and while watching streams etc.

I have tried thousands of fixes and remedies:
- Core parking
- Reapplying thermal paste
- Underclocking cpu
- Overclocking cpu
- Disabling Cool'n'Quiet
- Disabling Turbo Core Technology
- Disabling APM
- Force-Enabling all cores in BIOS
- Replacing both RAM sticks
- Disabling / enabling various recomended things in the BIOS
- Reinstalling windows
- Installing windows 7
- Installing windows 8
- Going back to windows 10
- Messing with power settings in BIOS
- Messing with power settings in Windows
- Disabling some of the recommended windows processes
- Enabling them back again
- Monitoring my CPU temperatures making sure it doesn't go over 50c etc
- Monitoring my GPU temperatures making sure it doesn't go over 65c
- Setting GPU settings in Wattman to steady frequancy and voltage instead of auto to prevent throttling
- Switching RAM sticks around different slots (making sure it's in channel mode)
- Switching GPU slots to make sure one of them isn't malfunctioning or something

And these are the ones I remmember for now, but I've done much more than this, and there was no change whatsover, sometimes symptoms were worse, sometimes were slighly better but overall , even when playing low performance games like stupid Cloud Pirates, there's still a huge FPS drop when alot is happening on screen.

One thing to mention, game For Honor seems to be running just perfectly, even tho it's probably the most graphically intensive game out of all that I play, and is the only game that exhibits none of the symptoms at all, not sure what's that all about.

But basically this forum is my last hope, I reinstalled the windows one last time, computer is now running everything on default settings as commanded by the fresh reinstall and loading of the default settings in BIOS.

You guys will decide if this computer get's to stay in my house or will I throw it out the window so it can torment me no longer.

I will fully co-operate and run the tests required and do what I am told in general.

Whatever you do, don't throw it out of a window.

I've heard that the FX-9XXX series have quite a few issues. I'm on an FX-8370, and while War Thunder occasionally hangs for a moment, that seems to be something they did in a recent patch, as no other game has any issues.
