Is this a safe voltage level?

As describe i was testing alot settings on my pc and i overclock my cpu to 4.8ghz at 1.350v and i also did a stress with aida64 around an hr or so but when i try play some games like gta 5 and overwatch it started to stuttering so i did some stuff remove all the OC even with my GPU and start one by one OC it and the last one i OC is my CPU turns out my CPU was the one doing it for some reason so i lower the core clock at 4.6ghz and raise the voltage at 1.360v and it work out but i wanna hit that 4.8ghz.

Question is:
Is 1.360v still consider safe level? If so should i even try to push the voltage to 1.40v if thats req to reach 4.8ghz or just be safe....

I would say that you should be fine with that CPU @1.4v for 3 years. Although as your CPU gets older, it will get hotter. I would upgrade your cooler before anything else, considering you shouldn't be doing any overclocking on that heatsink in the first place.
