Green and black bar across screen

Since a few days I sometimes get a horizontal green and black bar on my screen. It happens when I switch tabs in chrome. I don't know what causes it. Is my gpu broken? Recently bought the PowerColor Red Devil RX 480, but the artifacts are only showing since last week. Could it be that my psu is dying? It's a few years old now and it's from HKC (some unknown chinese brand), it was cheap. The fan often goes at full throttle, or I think full throttle, it makes some noise, more than usual. I hope someone out there can help me.

It also stays in the same place on the page, if I scroll the page the bar moves with the page.

Already orded a new psu sunday. Should come within 2-3 days. Well didn't quite work as they still haven't sent it.

I know this is an old post but

Holy crap, this is the first time i've seen somebody with the same problem. did you get it fixed? i had it happen with multiple harware changes and im starting to think its more of a chrome or amd driver thing thing, i upgraded my pc from intel g3258 to ryzen 1600 and nitro+ 4gb rx580.

i first had it when i got a msi rx 480 and i thought it could be my psu as i had a cx430 watt so i got a seasonic sii12 520watt, still got it. then i RMAd my gpu and got the 580 and still got it, after that i upgraded to ryzen and have only had it show up once for 1 frame(it showed up and disapeared almost instantly) on either youtube or reddit in 2months that i've had this build (i think i saw it, i might have just been seeing shit)

http://imgur.com/a/QAQIt here are some screen caps i got, also i got this line thing on my mobo splash screen(on the intel buid) http://i.imgur.com/QmsifQ5.jpg just before it booted,(i think these 2 things are connected to the same problem, not sure though) also had it a couple times on my ryzen build but dont have it anymore, that could have just been from overclocking, idk.

so even after a gpu and psu swap i got the green things and then i've got it once with a cpu, mobo and ram change. so unless this is a problem that gets "infected" by connecting a good component to a bad one i have no idea what could be causing it. i've not had this sinse the one time on this ryzen build a while ago, wonder if you have.
