250 fps cs go when my pc is stronger then that

Just bought a pc (http://imgur.com/a/ZfyjJ) and I can only get 250 fps on cs go while my buds have a lower budget pc and gets up to 400. I run games like ghost recon wildlands and witcher 3 on ultra. I know I can only see a certin number of fps with 144hz but I still wonder why

At what resolution? I would say that it's about to be expected, Ryzen is weak at pushing FPS at low resolution where it's entirely CPU bound and GPU does not need to work at all. A quick youtube search shows Ryzen 5 at 1080p capped out at around 250 FPS.

Does your friend play on lower settings? Have your settings set to the exact same as your friends

Play around with your V Sync options

Are you monitoring your hardware while under load? If so, anything abnormal?

We all play on pretty low settings cos it feels smoother in cs, ill try to ask for their exact setting but I have played around with high and low quality and the fps doesnt move. Nothing abnormal either. And the fps is uncapped

Download HWINFO64 and monitor your hardware in game. Check CPU usage, Memory Usage, GPU Usage, temps etc. Better safe than sorry. https://www.hwinfo.com/download.php

All I could find was "Memory Clock 22 MHz over maximum
