You cant play GTA V offline on ps4 from a quick google search.
I would say GTA V is the better game in terms of raw value, it has tons of content and quality content at that.
Prey looks like good game as well I haven't played it yet, but its just not on the scale of GTA V. Hard to compare a game like Prey to GTA V, two very different things.

Wha? you can 100% play GTA5 offline. I done it many times. You Just cant play the online part..the story is still 100 hours long with all the side quests. Prey is Single Player only and for the most part a 40hour Bioshock type horror game. Nothing to do once you beat it.
