Yes most likely, afterburner says it hit 78c amd recommends that cpu not exceed 62c core temp it throttles shortly after that. Your cooler is not performing well to see those kind of temps with such a low load. I would get AMD overdive to monitor temps, it will give you thermal margins and is know to be the most accurate with the old piledriver cpu's.

I wouldn't have recommended that cooler for that cpu. I am an owner of a 8350 (close to same power usage) and a h105. The h105 has to have a high amount of work at factory settings to keep it cool. The only other thing I can recommend is make sure your fan profiles are set to reach full speed by 60c..asus tends to default to 80c for 100% fan speed which is way to late to be hitting full cpu fan speed.
