What wattage should I get for an R9 390 with Ryzen 5 1600?

Hi,
I was originally going to go for an rx 580 8gb, but saw a used r9 390(maybe X)* 8gb for ~£90 cheaper (£140, which might go lower if I can haggle a bit) and am considering it.

I'm planning to overclock the 1600 as far as I can on the Wraith Spire, and it's highly likely I'll try to overclock it as far as I can when I upgrade the cooler further down the line.

The power supply I picked out for the build was the EVGA Supernova G2 650W (Gold).

Would the G2 650W be enough for this configuration?
I'm pretty sure the total system power consumption would be below 650W, but isn't 40%-60% usage the ideal for PSUs? And if so what power supply would you recommend for the R9 390 and overclocked R5 1600?

Yes the 620w is enough. The most the 390 pulls around 320watts and the most the 1600 can pull at 1.35v is 118w. The 390 is in no way a major power draw. None overclocking a quality 550w would be more than enough. The 750W is enough for crossfire with 2 x 390's.
This one has the wattage you need and a quality PSU. The 750 gold tho is great. The G2 is good also but more costly.

Is this for the R9 390 + 1600 setup or the rx 580 setup, because I was looking for some PSU suggestions for the 390+1600 combo. Preferably full black cables and semi-modular at least, but are you saying 620W (seasonic unit) is enough for the 390 and the 1600 (overclocked as far as possible)?

118+320=438W...(438/650)*100 = ~67%
Just one more question, will going above 60% power draw put unnecessary strain on the PSU? (I read somewhere about the 40-60% thing.

Thats not much of a thing on quality PSU's. Only thing it really helps on those PSU is getting the best efficiency around 50%. Also thats only the 2 main parts. The motherboard is around 20w, Ram 1~2w. Each hard drive 10w and ssd 2.5W. Many PSU's of those quality can output upwards of 50~100W more than rated safely.
Lower quality would benefit from the percentages. PSU's for highend gaming and overclocking are held to a higher standard.
