I recently upgraded my old pc to r9 280x sapphire dual x
specs are :
Intel Q8400 20 % overclocked freq without increasing vcore
Amd Sapphire R9 280x
gigabyte ep31ds3l
4 gb ddr2 ram
Corsair VS550
Windows 10 Pro Creators Update
Latest Radeon Crimson Relive 17.5.1 (non Whql)

So after upgrade i noticed that when gpu reaches 1000 mhz games crash or some times windows freeze so i want to ask that it could be my psu ?!

When i set power limit to -20% and decreased maximum frequency of gpu to 920 mhz every thing works fine

Psu manufactor says that single 12v rail could afford 42 amp i heard r9 280x need 30 amp so 12 amp is not enogh for overclocked Q8400 ?

I alredy uninstalled / clean installed amd drivers and then i clean installed windows 10

aslo looks like disabling power play and upls in msi after burner has no effect
sorry for bad English & thanks in advance! ;)

Solution
Never and I mean NEVER should you buy a low quality psu such as the one you were going to buy. Last thing you want is a bad psu to blow and damage your components.

Buy a psu from tier one or two on this list

I got the m12ii
