Does a too much wattage affect a pc?

I'm about to order parts for a rig I'm planning to build. And from calculations my pc will need 400 watts. I already have a 650 watt, It wouldn't hurt to use my 650 watt psu would it?

No. It only uses the power it draws. A 650W PSU doesn't mean that there's 650W going through the PSU at all times. That would be like having a car that can *only* go 140 MPH.
