New computer keeps booting into BIOS and wont load windows 7

I recently built my own PC and after all the mishaps I got it to boot into BIOS.

I connected a 120GB SSD that I bought brand new just to put the OS on and also connected a CD ROM with a freshly manufactured bought windows 7 disc. However, when I try to boot the CD ROM and get into downloading the OS, it will not boot, it just keeps restarting into BIOS. I got into the "Please select boot device" screen, and selected my CD-ROM with the windows 7 CD in it, but it just goes to a black screen that prompts "Please select boot device and press a key to boot" over and over.

When I look at the BIOS tab, I can see that the BIOS indeed does see the CD-ROM and the SSD that are connected, and the CD-ROM is set to boot as first priority/primary. I notice that the CD-ROM turns on but I don't quite hear it spinning, maybe this could be a factor? I am out of ideas on why it is happening and how to even troubleshoot. Any ideas on what I'm doing wrong or how to proceed would be nice, I'm still new to PC building.

If you have a spare optical drive, swap it out and see if that resolves the issue. If you say that you don't hear it spinning up but the BIOS sees it, it may simply be recognizing it's there but the drive motor might be dead. Does the light come on (if it has one)?

The website is for USB installs, and also for z170 motherboards. I have a genuine windows 7 disc bought from the manufacturer. It should be working when I connect it into the optical drive but i have no clue why it does not boot...

Unfortunately I don't have a spare CD-ROM to test, but to answer your question about the light, it does come on initially and only when pressing the eject button. Im using this https://www.asus.com/us/Optical-Drives-Storage/DRW24B1ST/

Im curious though, if it turns out that the CD-ROM might be faulty, the BIOS is still able to read it on the boot screen?

Ill try it with a another CD-ROM and see if it works

EDIT: it was the CD-ROM, thanks a bunch!!
