It should do - I have one overclocked to 4.1GHz that performs acceptably in games.

With regards to motherboard, to get the best out of it you will need to perform the Xeon mod.
Since the E5450 is a socket LGA771 server processor, and there are none or very few gaming boards for that socket, it must be modified before it will work in an LGA775 motherboard. Once that is done, you can just pick a nice P45 board that supports DDR3, and is known to work well with Xeons

That's just marketing. The Xeon E5450 is just a Core 2 Quad Q9650 with SMP support enabled, and a different socket. If you are okay with performing a minor modification to it, it will run quite happily in almost any board a Q9650 would (see the link in my previous reply or this one for a list of motherboards known to work).

Not strictly true. The LGA771 Xeons can be modded to work in most LGA775 boards, and the 775 Xeons (X3200/3300) will work in any board that supports the Coe 2 Quad they're based off of. The LGA115x xeons (Xeon X3400/Xeon E3) work in almost all boards that support the equivalent i5/i7, and the HEDT versions (LGA1366/2011) are the same, they'll work in most X58/X79/X99 boards. It's only when you start getting into the really ridiculous configurations that they lose support.


 
That Xeon is more than enough for esports games like CSGO. The motherboard is key though, depending on what you're looking for, some of those motherboards can get real expensive. You might get the CPU for cheap, but realize the motherboard has a ridiculous cost. So once you know which older CPU you want, shop for the motherboard first. That way you'll know what you're getting yourself into.
