Did I kill my GTX while cleaning dust ?

System basic gaming comp: 550W PSU i5 3rd gen CPU 1155 mobo ASUS, 2x4 GB ddr3. GPU: GTX 660ti.

Well it was very lame of me I tried to clean the dust while the PC is turned on. The metal end of the hoover touched the CPU cooler which caused sudden reset of the computer after the reset the GTX 660ti does not work. Its fans run at max speed all the time and it gives no output to monitor. The fans keep spinning at max even if I don't connect the power cables to the GPU from PSU. A friend said it is static electricity damage.

Onboard graphics is working so I removed the card. What part of the PC is most probably damaged I want to learn that. Maybe it is the PSU which can't give enough power from the 2 cables I used to connect to the GPU or maybe it is the motberboard ? I tried BIOS resets and no luck so far.

Yeah, sounds like you've killed your GTX 660Ti. Sounds bad, I honestly don't know why you would attempt to clean your computer while it's running especially with whatever device you were using (Hoover). If you're still not 100% sure if it's the card that's not responding, go ahead and plug it into another computer that you know doesn't have any issues, you might've done something to the PCI lane for the GPU in the cleaning process.
