FX-8350 and rx580 nitro+ bottleneck?

I have the FX-8350 and rx580 nitro+ in my current build, but my average fps is much lower than benchmarks for the card. I am getting around 60 fps in gta 5 on high settings at 1080p and I was wondering if the cpu is causing an issue. From what I have seen with benchmarks of the card I should be averaging above 90 fps.
If I decide to upgrade the cpu what should I get? I would prefer something that will not require getting new ram as I just purchased 8 more gigs of ddr3.

Honestly, that doesn't sound that far off. GPUs tend to be tested on high-end CPUs in benchmarking, so that the differences between the tested GPUs aren't subject to the limitations of the CPU. In 580 benchmarks, you should see CPUs...

Honestly, that doesn't sound that far off. GPUs tend to be tested on high-end CPUs in benchmarking, so that the differences between the tested GPUs aren't subject to the limitations of the CPU. In 580 benchmarks, you should see CPUs like the i7 7700k or a stronger Ryzen, which should show marked improvements over a much weaker CPU like an 8350, especially in games that really care about the CPU (GTA V does).

I have an Intel i5 7500 and the Sapphire Radeon NITRO+ RX 580 8GB LE and performance is very very good.

Should I get an i5 6600k? looks like its pretty solid, and its not too far out of budget, I would have to get another motherboard but that is fine. The biggest thing is sticking with the ddr3 ram, getting 16 gigs of ddr4 would put me over budget.

Getting into a Kaby Lake or a Ryzen would be a good long-term decision; you have a very good 1080p GPU and you'll be cursing at your CPU more than once, I wager. Depends exactly what your budget is, I'm sure one of us could help you squeeze as much value as we can out of your budget, if you have some parameters.

Well I have about a $300 budget for the cpu and the motherboard and they both need to support ddr3 ram, don't want to have to buy 16 gigs of ddr4.
