Games lag even though I have more than enough resources?

So, recently I tried playing some games that, judging by the games' recommended requirements, I would easily be able to run, however it still lags and the games don't even the full PC power. As an example, I'll take NFS Most Wanted(the 2005 one). The requirements are way under what I have, however I run it on medium and it still drops below 60 in certain areas. The same thing happened in League of Legends, where even on medium without shadows I would still get framedrops and unstability in fps. Any help would be highly appreciated.
Specs:
Intel Celeron G1820 2.7Ghz dual core
8GB DDR3 1600Mhz RAM
500GB HDD(Toshiba, don't know the exact model)
Nvidia GT710
Windows 10 x64

I would start with GT 710 Memory Specs:
1.8 Gbps Memory Clock
64-bitMemory Interface Width
14.4Memory Bandwidth (GB/sec)

This is really low for any kind of game in my opinion but if you are experience frames drops and stutter it's usually CPU bottleneck.
I would recommend you to install msi afterburner or any other system monitor in order to check if you are reaching thermal limits and probably use a utility to clean gpu drivers: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html and install a fresh driver.

If everything is on order and you still have problems I would also verify if there is no scheduled tasks from apps or windows.

First off, here are the requirements

Minimum system requirements:
CPU:2 GHz Dual Core (Core 2 Duo 2.4 GHz or Althon X2 2.7 GHz) you have celeron porbably not enough cache memory
RAM: 2 GB ok
GPU:Graphics card (AMD): DirectX 10.1 compatible with 512 MB RAM (ATI Radeon 3000, 4000, 5000 or 6000 series, with ATI Radeon 3870 or higher performance)
Graphics card (NVIDIA): DirectX 10.0 compatible with 512 MB RAM (NVIDIA GeForce 8, 9, 200, 300, 400 or 500 series with NVIDIA GeForce 8800 GT or higher performance) GT710 anything under *50 is too weak to play games

2 GB of RAM (4 GB of RAM for Windows Vista and higher)
12 GB available hard disk space

You basically didn't answer much. The required processor isn't a dual core. GT710 is more than enough to play a 2005 game. I still ask, why do I get framedrops?

The bare minimum required CPU listed by the developer is a core 2 duo or an AMD Athlon X2. Core 2 Duo says twice in its name that it's dual core, and the X2 in the Athlon name also refers to it being dual core.

The GT710 is not a part of the 8, 9, 100, 300, 400, or 500 series of GeForce GPU's. Sometimes even though a component came out after another one, it's not actually better due to being made for a different purpose or to a different standard.
