Approximate Purchase Date: Within a week or 2

Budget Range:$400-425

System Usage from Most to Least Important: Gaming, Streaming, Regular internet usage
Are you buying a monitor:I'll use my TV

Do you need to buy OS: No

Preferred Website(s) for Parts: No preference

Location:Brooklyn, New York

Parts Preferences: I would prefer a Intel based build but i'll settle for a AMD build if it doesn't fit in the budget

Overclocking: Maybe when I decide to upgrade

SLI or Crossfire:No

Your Monitor Resolution: Well my TV is a 1080P TV so i'll assume its 1920x1080

Additional Comments: This is a first time build that i would like to build with the chance to upgrade in the future. I play games such as Overwatch,Battlefield,Arma, etc. As long as most games can run on Medium to High setting then it'll be perfect.

I also stated not to include a GPU due to the fact that my brother decided to give me his GTX 960 SC 4GB which helps save me money for this build.

I would also like for you guys to include the CM Storm devastator mouse and keyboard combo when making the build as i don't have a spare KB+M around.

The KB+M combo can be found here:https://www.amazon.com/Cooler-Master-Devastator-II-SGB-3030-KKMF1-US/dp/B01CDYAF28

Solution
Here is a good one, however that mouse and keyboard will not be able to be included since it's an EXTRA $100 Not to mention, you said you wanted to be upgradable as well.

Ah the Reddragon brand, I actually have the mouse which is great and for my liking.

Also QMoney1337, that combo should fit right in with the build I did for you, you said Storm so I was looking at something else. But it should be good if you are getting the one you linked.

I got two more questions, if we exclude the SSD from the build, will there be other options for the CPU or not?

And will the MOBO specified be able to upgrade to a i5 processor down the road?
