My PC is:
CPU - i5-2300 2.8ghz
GPU- GTX 960 4gb
Ram - 8gb DDR3 1333mhz
64 bit Windows 10

I wanna play: GTA V, PlayerUnknown Battlegrounds, and Overwatch. Can I run them?

Yes, the older system will run slower than a new system, but, nothing ground breaking has happened since Sandy Bridge i5's released(which the 2300 is) vs. the latest i5's now. The i5 2300 is still a relevant gaming Cpu, and pairs well with the 960. It would still be a hard sell to tell someone to upgrade that system for a new i5 build, because the performance upgrade vs. cost is still high. Yes, better performance, BUT, no where near what the cost is.

Much lower level is not true at all. In fact between the 2nd and 6th generations there has not been a massive speed increase at all especially in gaming.

The system he has will play any of those games very well. No, not at the maximum at all, but at medium settings all those games will run great.
 
Yeah, we do need to know the OP's expectations. Since there is a plethora (school ending probably) of posts of 'gamers' whom want to game those sorts of titles and expect CSGO sort of FPS (200+) but want the pretty graphics as well (4K). So all depends on OP's expectations, but I am going to guess probably pretty high considering the titles and such.
